The Student Special Education Program Association represents the special education program(s) that a student participates in or receives services from. The association is an extension of the StudentProgramAssociation particular for special education programs.

Scenarios

1. Create a Student Special Education Program Association for an elementary school student.
2. Create a Student Special Education Program Association for a high school student.
3. Update the "ideaEligibility" to FALSE for Student Special Education Program Association 1.
4. Update the "ideaEligibility" to FALSE for Student Special Education Program Association 2.
5. Exit the elementary school student from the special education program and provide an exit reason
